Mobile Licensing - Complaints

The City is proud of the high standards set for both the vehicles being used by our licence holders and the drivers who operate them. The vast majority of interactions between licence holders and the public go smoothly and meet or exceed the expectations of the customer. However, in rare cases, things go wrong and when they do the City wants to hear about it.

Complaints can be filed with the Mobile Licensing Section by dialling 3-1-1 (Monday to Friday from 7:00 a.m. to 7:00 p.m.). If calling outside of City limits, please dial 905-615-4311. For an emergency after hours, from 7:00 p.m. to 7:00 a.m. weekends and holidays, please call 905-615-3000. Your complaint will be investigated by an Inspector who will attempt to determine what has happened and what resolution would be appropriate. In many cases these complaints can be dealt with in a manner that does not require the involvement of the complainant. In cases where the driver¬ís behaviour is found to be inappropriate, a warning will be issued or in more serious cases a charge under the by-law may be filed. In cases where a formal charge is laid the complainant may be asked to attend at court in order to testify to the incident.  

The most common complaint deals with the condition of the vehicles. In complaints of this type Inspectors will inspect the vehicle as soon as possible and if the deficiency is found to be significant the Inspector will issue an order to have repairs made immediately.


When you file the complaint you may also ask the Inspector dealing with the complaint to provide you with a response detailing the investigation results and what, if any, action was taken.

Taxi Tip


If you feel that the trip you are taking in a taxicab isn't as good as it should be and want to let us know, get the cab number. It can be found on the taxi plate located on the rear bumper, on the taxi's fenders and inside the vehicle posted on one of the rear passengers windows. You may also want to take note of the drivers name which can be found facing the rear seat on a picture card which should be prominently displayed. This information will greatly assist the Inspector in dealing with your complaint.
