Under the City of Mississauga By-law 522-04, it is required that every
person who offers goods for sale out of doors must do so from a Portable Display Unit,
Refreshment Cart or Refreshment Cycle. The locations where these types of licences may operate
are strictly regulated by the City.
There are three distinctly different licences that may be issued under this by-law as
follows:
Portable Display Unit - This is a stand, container, cart, seat, display rack,
cycle or other movable display unit but does not include a motorized vehicle used for retail
sales of any merchandise or refreshments.
Refreshment Cart - A mobile cart used to sell refreshments to the public.
While these are typically hot dog carts virtually any type of refreshment could be licensed for
sale from a cart.
Refreshment Cycle - These are ice cream cycles.
Of these three licence types only the refreshment cycle is permitted to move about the city.
Both Refreshment Carts and Portable Display Units are required to have a set location for
operation and this location must be approved by the Mobile Licensing section prior to the
issuance of a licence.
