Janice Baker became City Manager and Chief Administrative Officer (CAO) of the City of
Mississauga in January 2005 after serving as the Acting City Manager since February, 2004.
As City Manager/CAO, Janice works with a Leadership Team of four Commissioners to direct the
efficient and effective operation of the City's administration, to give the best professional
advice to the Mayor and Council and to build strong relationships with the Council, the staff
and the public. She joined the City of Mississauga in May 1999, as Commissioner of
Corporate Services and Treasurer.
Janice brings a broad background in both the private and public sector. She has 25 years of
municipal government and fiscal administration experience, serving as Director of Finance and
City Treasurer for the City of St. John's, Newfoundland and Commissioner of Corporate Services
and then Commissioner of Public Works for the City of Oshawa, Ontario.
Janice has received a number of awards including:
- three time WXN Top 100 Award winner in the Public Sector Leaders category in 2005, 2007,
- inducted into the WXN Canada's Top 100 Most Powerful Women's Hall of Fame in 2010
- the FCA designation from the Institute of Chartered Accountants of Ontario (ICAO) in
- the Excellence in Municipal Finance Award from the Municipal Finance Officers Association
of Ontario (MFOA) in 2011.
She currently serves on several Boards and Committees including the Living Arts Centre
(LAC), the Healthy Cities Stewardship Centre, the Council of the Institute of Chartered
Accountants of Ontario (ICAO) and the Ontario Municipal Administrators' Association Board
She has and previously served on many municipal Boards and Committees including the Trillium
Health Centre; the Board of Local Authority Services (LAS), a subsidiary of the Association of
Municipalities of Ontario (AMO); the GFOA Executive Board; the GFOA Committee on Canadian
Issues; the Board of the MFOA (Municipal Finance Officers Association), serving as chair in
2002. Other memberships include the International City Management Association (ICMA) and
the Canadian Association of Municipal Administrators (CAMA).
Janice earned a Bachelor of Commerce (Honours) degree from Memorial University of
Newfoundland in 1979 and went on to become a Chartered Accountant in 1982. She resides in
