Why did the federal and provincial government create these funding programs?
The governments of Canada and Ontario are working together to support Ontario's communities and to create jobs through upgrades and improvements to construction-ready infrastructure. The Infrastructure Stimulus Fund (ISF) complements existing federal infrastructure funding by focusing on short-term objectives for economic stimulus. The Recreational Infrastructure Canada (RInC) fund creates jobs through upgrades and improvements to recreational infrastructure. Beyond economic stimulus and job creation, renewing, rehabilitating and modernizing recreational infrastructure, it has the added benefit of encouraging higher levels of participation in physical activity and community building.

How are the City’s infrastructure projects being funded?

Total construction costs for the City’s ISF projects total $138 million, with each level of government contributing one-third of the approved costs. The federal and provincial governments are each contributing $46 million, with the City contributing $49 million. For RInC projects, the federal and provincial governments are contributing $6 million each and the City is contributing $12 million for a total of $24 million in funding.

How was the public involved in decision-making for various renovations and redevelopments?
As time-lines for construction of many of the approved ISF projects had been accelerated due to tight time-lines, the City had to alter its usual public engagement process. Many of these projects such as the Civic Square and branch library redevelopments, were designed based on resident and stakeholder input through public meetings, workshops, focus groups, feedback forms on the web site, requests to councillors, District Plan reviews and studies undertaken by staff and consultants. Much of the information was gathered in the last two years through “Our Future Mississauga – Be a part of the Conversation."

Will this impact my property taxes?
No. As the provincial and federal governments are providing two-thirds of the infrastructure project costs, $93 million of additional infrastructure funding is being injected into the City that would otherwise not have been available. The City’s portion is already provided for in the 2009 tax funded capital budget. Therefore, the ISF program will not have a direct impact on 2010 and 2011 property taxes.

Why is so much construction taking place at the same time?
Projects must be completed by March 31, 2011 to comply with federal and provincial guidelines and to be eligible for the funding. Project construction must occur simultaneously to deliver projects within this two-year time-frame. Without the ISF program, many of these projects would not have been completed for up to ten years.

How were particular projects/locations selected for this program?
Council and staff identified capital projects based on the most urgent need within each ward. Due to the unique parameters of the ISF and RInC funding programs, the City was unable to follow its usual capital planning process.

Roads

Why are so many main roads under construction at the same time?
In a regular year, one or two main arterial roads are resurfaced at the same time, but with funding available to pay for two-thirds of construction work, the City is working on a number of roads simultaneously. To comply with federal and provincial guidelines, projects must be completed by March 2011 and as road construction cannot continue through the winter months, work must be completed by December. Given the challenging time-lines, contractors currently have crews on every project and workers must also comply with Ministry of Labour standards with respect to road closures for curb work, etc.

In addition, the Region of Peel has received funding for improvements to the City’s regional roads, so some of these roads are also under construction.

How will I know which roads are closed and when?
This website is your best source of information for project updates. The service/traffic disruptions webpage will be updated monthly. Information will include temporary closures and how programs and services will be accommodated. Disruptions will also be communicated through the local media.

Libraries

Will my local library be closed during construction? If so, where will I go for library services?
Four of the City’s branch libraries (Burnhamthorpe, Lakeview, Lorne Park and Port Credit) will be closed for periods of time but not all simultaneously. During these temporary closures, all other branch libraries will be available to provide full services.

Here is the closure schedule:

1.  Burnhamthorpe:   close January 31, 2010 - June 2011
2.  Lakeview:            close February 7, 2010 - reopened February 2011
3.  Lorne Park:          close February 14, 2010 - reopened March 2011
4.  Port Credit:          close February 21, 2010 - reopened March 2011

My community group uses the Burnhamthorpe Library Theatre for its music and performance programs.  How will we be affected?
The City is working with Mississauga Theatre Alliance’s clients to secure alternate locations for its member organizations to perform during the Burnhamthorpe Library’s closure from January 2011 to June 2011. When the facility reopens it will have two dressing rooms, two back of house washrooms, wheelchair lift to stage, elevator access to costume storage area, theatre delivery door, increased public washrooms, increased parking and improved lobby area.

Will a new larger library building be built at the present location to replace the current Port Credit Branch Library building?
The Port Credit Branch Library will be renovated to enable the building to remain in good repair while meeting the needs of the community.  Renovations will extend the economic life of the building, provide energy savings, improved accessibility, and customers will have an updated, welcoming facility to gather, borrow materials and use resources and enjoy increased views to the park and river. 

What other library will I be able to use while these locations are closed?
There are 18 library locations with a range of hours.  You are welcome to use any Mississauga public library.  To identify an alternate location with hours of opening that meet your needs click on the following link:

Where will my children be able to attend library programs?

Where will I pick up my holds?
Holds will be sent to another location selected by each customer. You can change your hold pick up location yourself on the library web page or ask staff for assistance.

Pools

Why are all outdoor pools being closed at the same time?
Projects must be completed by March 31, 2011 to comply with federal and provincial guidelines and to be eligible for the funding. Project construction must occur simultaneously to deliver projects within this time-frame. Without the ISF/RInC program, these pools would not have been completed for up to ten years.

Which outdoor pools will be open for lessons and recreational swims?
Don McLean Westacres Outdoor Pool will be in operation for the Summer 2010 season.

How will the City accommodate the demand for swim classes when the pools are closed?
Residents are encouraged to register for swimming lessons at their local indoor pool.

When the Clarkson Community Centre Pool and Malton Community Centre Pool are built, what will happen to the pools at Clarkson Secondary School and Lincoln Alexander Secondary School?
The City is currently working with the Peel District School board to address the future of these facilities.

Will those pools be operational while the new pools are being constructed?
Yes.  Both Clarkson and Malton Pools will be fully operational while the new pools are being constructed.

Civic Square

How will the City address noise issues during events on the Square after construction?
The City will be minimizing the impact of amplified sound by operating the sound system at the low end of the acceptable range for concerts and events. As in previous years, events will continue to wind down by 11 p.m. Speakers on the new stage will be directed away from residential buildings and technicians will monitor sound levels. As well, a sound consultant has been retained as part of the Civic Square’s design team.

Noise Walls

Will the temporary fence be safe for my dog not to escape?
We are working with the contractor to maintain the existing security of all residential backyards. Security fencing is/will be erected as the existing noise wall is removed and will be in place until the new wall is properly installed. The Contractor has to close any gaps to avoid unsuspected access, i.e. escaping of a dog.

Will the grading be corrected where the new wall is built?
Final grading will be completed at both sides of the new noise wall. However, on the homeowner side, the grading will be completed only in the zone between the previous noise wall location and the new noise wall location.

Homeowners are required to complete grading adjustments at their properties to match the grading with the City’s property with no fill being placed onto the new noise wall.

The new noise barrier must be free of any additional loading and cannot be used as a retaining wall.
