Mississauga City Manager Receives National Public Administration Award

 The Institute of Public Administration of Canada (IPAC) has awarded Janice Baker, Mississauga City Manager and Chief Administrative Officer, with the 2019 Vanier Medal for her contributions to public service in Canada. Janice is the first municipal official in 25 years to receive the medal.  

“On behalf of the Members of Council of the City of Mississauga it is my honour to congratulate Janice on this national award,” said Mayor Bonnie Crombie. “Janice’s commitment to public service is exemplary. The City of Mississauga has had the benefit of her leadership since 1999 while she has provided professional advice to Council to build strong relationships with staff and the public. Janice led the creation of the City’s Strategic Plan in 2009 and set a 40-year vision for the City. Under Janice’s leadership, the City continues to be respected for its financial planning and budget preparation and its strong balance sheet. The City has received the Government Finance Officers Association (GFOA) Distinguished Budget Award for 29 consecutive years. The City has also received the Canadian Award for Financial Reporting from the GFOA, one of the highest honours for municipal financial reporting, for 21 consecutive years. The City of Mississauga has earned top marks for financial management, maintaining its 'AAA' Credit Rating from Standard and Poor's Rating Services (S&P) for 15 straight years. We are very proud to have Janice as our City Manager and celebrate this recognition.”  

Janice joined the City of Mississauga in May 1999 as Commissioner of Corporate Services and Treasurer and has served as Mississauga’s City Manager and Chief Administrative Officer (CAO) since 2005.  

In addition to her achievements and established background in finance, working with a strong team, Janice championed the development and retention of staff through a successful talent management program at the City of Mississauga which allows staff to grow within the corporation for effective succession planning. Janice also introduced Lean, a continuous improvement methodology that focuses on maximizing customer value and minimizing waste. Janice established the values of the corporation of Trust, Quality and Excellence to guide the City’s approach to governance and public service and led the creation of the City’s Strategic Plan that is the guiding document and commitment to expanding Mississauga’s transit system, ensuring residents and newcomers thrive, connecting neighbourhoods, cultivating innovative business and living green.

The medal is awarded annually to a person who has made significant contributions to, and has shown distinctive leadership in, the fields of public administration and public service in Canada.
