The City of Mississauga is disgusted and appalled at what appears in the video released by the CBC media. A copy was never provided to the City. We want to stress how seriously we took the allegations and that in no way do we condone this type of behaviour.

Upon hearing of the allegations in November 2009, the City took immediate action.

  • The HR manager ordered an investigation by an independent third party.
  • The police did receive a complaint from the employee and it was investigated accordingly.
  • At the request of the complainant, the Ministry of Labour came in and reviewed the City's workplace policies and practices and found them to be satisfactory.

The independent investigation found there was some inappropriate behaviour on the part of a number of employees however a review of the results of the investigation by HR found that while discipline was warranted, dismissal was not.

As a result of these steps, the City took appropriate disciplinary action including issuing a stern warning to the employees involved indicating any similar action in the future would result in immediate dismissal. We also provided mandatory retraining on our Respectful Workplace policies and practices.

We have cooperated fully with the Ministry of Labour and the independent investigator in the matter.

Investigation Report/Executive Summary

In accordance with MFIPPA (Municipal Freedom of Information and Protection of Privacy Act), information that is considered to be personal information includes information that includes the individual's name if it appears with other personal information relating to the individual or where the disclosure of the name would reveal other personal information about the individual, which includes the personal opinions or views of the individual.

In addition, the Legislation indicates that disclosure of personal information is presumed to constitute an unjustified invasion of personal privacy if the personal information was compiled and is identifiable as part of an investigation into a possible violation of law.

As a result, we are providing a redacted version of the Investigation Report, that was provided by Benard and Associates that has severed all information deemed to be personal information.
