report which recommends new fees for recreation programs and services. The report will be
presented at a public engagement session scheduled in November.

On October 26, Council directed staff to seek public input on the draft Pricing Study which
reviewed the Citys fee setting process for recreation programs and services including
aquatics, arenas, community programs, fitness, active living programs, golf, meeting rooms and
The review researched pricing policies in other municipalities and was guided by key
assumptions and principles such as the need to balance taxes and fees, affordability, setting
fees based on the full cost of program or service delivery, and regular review of fees to
ensure that fees meet financial targets and the Citys strategic objectives for providing
healthy, active living opportunities for all its residents.
The public engagement sessions will provide residents and stakeholders an opportunity to review
proposed, draft recommendations for a new, simplified pricing structure for recreation programs
and services. If approved in December, the reports recommended changes to fees will be
considered as part of the Citys 2012 and 2013 business planning and budget process and
implemented over the course of 2012 and 2013.
