Mississauga City Council Adds Transportation Committee

Mississauga City Council approved a report titled Proposed Amendments to Council Procedural By-law 0421-3 today, which will affect the operations of Council and its Committees, and approves the addition of a new Transportation Committee as a standing committee of Council.

Changes were made to the Council Procedure By-law to implement the recommendations of the Governance Committee, General Committee and Council regarding the Council Structure Review. Some highlights from the report include:

· The scheduling of meetings will rotate between Council, General Committee and the Transportation Committee on a three week cycle on Wednesday mornings
· Planning and Development Committee will rotate on a three week cycle on Monday evenings

“Changes to the Procedural By-law are intended to implement Council’s recommendations and to streamline, clarify and improve procedures,” said City Clerk, Crystal Greer, director, Legislative Services.

Background:

The last significant review of the Committees of Council occurred in 1993. The report on City Committees of Council Structure Review was tabled at the General Committee meeting on April 3, 2013.

As directed by Council, City staff conducted a review of the City Committees of Council Structure to review the mandate and structure of existing committees and make recommendations for Council approval. As part of the review, eleven municipalities were benchmarked regarding their governance and committee structures including: Vancouver, Edmonton, Calgary, Regina, Winnipeg, London, Kitchener, Hamilton, Brampton, Ottawa and Halifax. Council members, citizen members and staff directly involved in the support and functioning of the Committees of Council were also surveyed to assess the effectiveness of the committee structure.
