This week, the Animal Care and Control By-law 0098-04, was amended to assist staff in
addressing complaints related to excess bird feeding. The definition of "sanitary
condition" was changed to include pigeons; seed must be placed in a manner that maintains
sanitary conditions.
Enforcement Action Plan Summary
Enforcement staff will seek compliance with the bylaw through education,
notification and applicable provisions of the bylaw, as well as providing educational
information on bird/wildlife feeding. Mediation services are also available.
In cases where the situation does not improve, Animal Services staff will attend for a site
visit of the property that may include an external source of subject matter expertise to
address the problem or concerns directly with the owner and/or tenant.
If the bylaw is not complied with and there is sufficient evidence to proceed; Animal
Services will prepare the charge with the complainant named and required to attend court.
