Description: A colour photograph with small rounded corners. Photograph of councillor Frank Bean dressed in a yellow and white printed floral dress and a dirty blond haired wig. Mr. Bean is pushing a red bicycle cart around the parking lot of Applewood Plaza where an unidentified gentleman is wearing a pink and black printed floral dress and a dark wavy haired wig.

Frank Bean (1938?-2006) served as Councillor for Ward 3 in Mississauga from 1977-1978 and later became the Region of Peel second Chairman, taking over for Lou Parsons. Bean was chairman for 12 years before stepping down in 1991.
