Description: A large black and white photograph with white borders. Photograph of Jack Eilbeck standing and giving a speech at a local Toronto Township recreation committee meeting. Mr. Eilbeck is wearing a light coloured suit jacket. His right and resting on his back, while his left hand is holding a wooden gavel.

Mr. Jack Eilbeck worked for the Department of Education in the Community Programmes Branch. He was also a college teacher for recreation at Humber College on Lakeshore.
