Development of this area which lies between Highway 403 to the north and Burnhamthorpe Road to the south began in the 1960s when S. B. McLaughlin bought the William Carr farm and other farms in the area in order to build the Square One Shopping Centre. The area eventually developed into a new City Centre which includes the present Civic Centre, Central Library and the Living Arts Centre.
