Background: Creating Mississauga's Downtown21 Master Plan

We created the Downtown21 Master Plan to achieve a vibrant, character-rich, pedestrian-oriented core where people can live, work and enjoy an excellent quality of life.

How did we create the Master Plan?

  1. Research. We gathered background information on the existing Downtown including economic and real estate conditions, demographic data, physical traits, existing development character, transportation issues, and planning considerations
  2. Consultation. We ran education sessions with stakeholders and the public, and created the Master Plan through a series of charrettes, open houses and workshops.
  3. Strategy.We developed a strategy for realizing the Downtown21 Master Plan through a new regulatory planning framework with the objective of providing greater certainty and predictability   through an Official Plan Amendment (OPA8) and Zoning (under appeal) and Built Form Standards.

The Downtown Interim Control By-law

On March 9, 2011, Mississauga City Council enacted an Interim Control Bylaw that put a hold on all development applications for a portion of the downtown core. The bylaw was needed to put a hold on large format retail and other automobile-oriented developments in Mississauga's downtown core. The bylaw froze new development in the subject area, allowing the City the time to examine land uses that would be more in keeping with the Downtown21 Master Plan.
