COVID-19 PANDEMIC SERVICE UPDATE

Here at the City of Mississauga, the health and safety of our residents, clients and staff remains our top priority. Following the recommendations of health officials we have encouraged staff to begin working from home in order to do our part to help prevent the transmission of the COVID-19 virus. During this time we are suspending services at the Planning and Building Services counter until further notice. We would ask all general inquiries be processed via our 3-1-1 Contact Centre (905-615-4311 outside city limits).

General Inquiries

For all general inquiries such as determining your property's zoning, building permit application requirements or fee information we would encourage you to visit our online resources available at Planning & Building Webpage.
Otherwise you can contact our 3-1-1 Contact Centre (by dialing 905-615-4311) who will forward your call to the appropriate representatives for response.

Site Plan (SP) Applications

You can submit a Pre-Application Meeting Request or Site Plan application online through the City's ePlans portal. You will remain able to apply, update and complete application related tasks via the City’s ePlans portal.

If you have submitted a site plan application and have questions regarding specific comments that have been provided by staff, please contact the staff member directly by phone or email to discuss your questions. Please call 3-1-1 or email eplans.devdes@mississauga.ca to communicate with a member of the Planning Services Centre (PSC) Team.

 

Application Related Inquiries

If you have questions regarding the conditions identified within your project status report we would encourage you to contact the reviewer directly via email in order to have your concerns addressed.

Payments

Please be advised that the following payments are only being accepted electronically by Electronic Funds Transfer (EFT) or wire transfer at this time:

  • payments for building permit related fees that cannot be paid through the City's ePlans portal

  • payments for development charges and/or cash-in-lieu of parkland dedication

Site Plan Approval Applications

Under Section 41 of the Planning Act, the Council of the City of Mississauga passed a Site Plan Control By-law, designating all of the lands within the municipality, with certain exceptions, as a Site Plan Control area.

The Site Plan Approval process is a key component of the implementation of the policies in Mississauga Official Plan. These policies are contained in the Urban Structure, Character Area and Land Use Designation sections of the Plan and relate to technical matters such as transportation, environment and design.

The City's Zoning By-law also implements the objectives and policies of Mississauga Official Plan. The Zoning By-law controls the use of land in the municipality. For example, it states exactly:

  • how land may be used

  • where buildings and other structures can be located

  • the types of buildings that are permitted and how they may be used

  • the lot sizes and dimensions, parking requirements, building heights and setbacks from the street.

If your development proposal is subject to site plan approval, a pre-application meeting with the Planning Services Centre is required, prior to submitting a site plan application. The pre-application meeting will allow City staff to identify application submission requirements and high level issues which will assist in reducing the time required to obtain approvals.

New detached homes /renovations in some areas of the City are subject to site plan approval. Site Plan Infill Residential Drawing Checklists will assist in preparing your drawings.

Site Plan Application: Process Guidelines


This manual is intended to be read in conjunction with the Site Plan application form and other information related to Site Plan applications.

Pre-Application Meeting Requests


Prior to making a Site Plan application, applicants are required to attend a pre-application meeting with the Planning Services Centre.

Application for Site Plan Approval


Required for all types of Site Plan applications. This application form includes "Schedules" which form part of the application.

Commenting Agency Fee Collection Form


Where a subject property is within a Conservation Authority screening area, separate plan review fees are required.

Replacement Housing, New Dwellings and Additions Guidelines


Available to assist homeowners and/or their agents to meet the design requirements for these types of site plan projects.

Parking Utilization Studies - Terms of Reference


In some cases, a parking utilization study is required to justify parking reductions from current Zoning By-law standards.

Site Plan Undertaking - Homeowners

Letter of Credit


Required when securities are held by the Development and Design Division until the site works have been completed to the satisfaction of the Division. Certified cheques or bank drafts are acceptable forms of security.

Landscape - Reduction of Letter of Credit


Certificate of Inspection is required for all requests for site inspections, except for hoarding inspections and inspections for new dwellings, replacement housing and additions. The inspection fee must accompany the inspection request. The certificate must be embossed with the OALA seal and signed by the Landscape Architect.

Landscape - Inspection of Final Site Works


Certificate of Inspection is required for all requests for site inspections, except for hoarding inspections and inspections for new dwellings, replacement housing and additions. The inspection fee must accompany the inspection request. The certificate must be embossed with the OALA seal and signed by the Landscape Architect.

Standard Format for Cost Estimate


Costs for Site Works are an integral part of the Landscape Plan Approval. Landscape Architects are to submit an Estimate of Total Costs for the project, based on the information contained in the Standard Unit Costs for Site Works chart.
