Rental Housing Protection By law 0121 2018Jul 7, 2026
The Rental Housing Protection (RHP) By-Law 0121-2018 was updated in June 2026. It protects the city’s rental housing supply as part of the City’s housing strategy.
The by-law requires a Rental Housing Demolition and Conversion permit for the conversion of rental units to condominium ownership and the demolition of rental units.
If you think your project may require a permit, fill out the Rental housing demolition and conversion application form.
The by-law applies:
Vacant unit Average Market Rent (AMR) is calculated based on table 3.1.9, Zones 18-20, in the CMHC Rental Market Survey.
The following table shows the vacant unit AMR by unit size in 2025:
