Renoviction by-law approved by Council

The City's by-law will require landlords to get a licence to evict a tenant for repairs or renovations, and bring important information to tenants to protect them from unlawful renovictions.

Overview

An unlawful renoviction is when a landlord misuses the N13 notice process under the Residential Tenancies Act to evict a tenant, claiming that the unit must be empty to be renovated. This can happen when landlords don’t know or refuse to follow the required process, and tenants don’t know their rights.

The City’s by-law will:

  • Require landlords to follow the N13 notice process properly or be fined
  • Help tenants understand their rights, such as their right to move back in after renovations and pay only the rent increase that would’ve been legally allowed before the renovation

Next steps

City Council passed the new by-law on April 1, 2026, but it will not come into force until September 1, 2026.

We are currently working on a new licensing process for landlords and content for tenants about their rights that will be posted on this site sometime this summer.
