Rental Housing Protection By law 0121 2018Mar 21, 2025
The Rental Housing Protection By-Law 0121-2018 was approved by Council in June 2018 to protect the City’s rental housing supply. Rental housing is an important part of the City’s Housing Strategy.
The by-law is currently under review with the aim of providing greater support for tenants. Once the review is complete, the updated by-law will be brought forward to Council for consideration.

The by-law requires a Section 99.1 Permit for the conversion of rental units to condominium ownership and the demolition of rental units.
Applications for conversion or demolition of rental units after January 1, 2019, that have not received Council approval before June 1, 2019, will need a permit.
The by-law applies when:
Average Market Rent (AMR) is calculated based on table 1.1.2, Zones 18-20, in the Canadian Mortgage and Housing Corporation (CMHC) Rental Market Survey.
The following table shows the average market rents by unit size in 2025:
