Mississauga City Council approved the following motions at its meeting.

Vision for the Living Arts Centre and Downtown Lands

Council endorsed the proposed vision and strategic framework shared by staff to guide future analysis, stakeholder engagement, and reporting related to the redevelopment of City-owned lands in Mississauga’s downtown, including the Living Arts Centre (LAC) property.

Key points of the motion:

  • Mississauga’s downtown is at a pivotal moment of transformation, driven by major transit investments, sustained population and employment growth, and increasing demand for culture, tourism, and employment infrastructure.
  • City-owned lands, particularly the LAC property and surrounding civic lands, represent a once-in-a-generation opportunity to shape the downtown’s long-term economic, cultural, and civic role.
  • Tourism is a significant contributor to Mississauga’s economy and a direct source of value for residents.
  • The vision is intended to strengthen Mississauga’s visitor economy, capture net‑new spending that would not otherwise locate in the city and translate cultural and destination assets into durable resident value.
  • Components of the new vision include:
    • A 400,000-500,000 square foot convention centre and hotel
    • A new state-of-the-art music hub, including a 2,500-5,000 capacity music venue, recording studios, and a music school on the Community Common park parcel of land.
    • A new nine-storey office and 20-storey rental development to support employment growth and downtown vitality
    • A signature Sky Park and enhanced more programmable Community Common urban park
    • A redesigned and widened Princess Royal Drive, and abutting Atrium-style open space that will prioritize programming and events, and retail activity
    • A precinct-based parking strategy, including approximately 1,500 – 3,000 new underground parking spaces beneath the Community Common
    • A new dedicated LRT station

Supporting tourism for the 2026 FIFA World Cup

Council approved a motion to request the Registrar of the Alcohol and Gaming Commission of Ontario to permit licensed local bars and restaurants in Mississauga to extend the hours of alcohol service to 3 a.m. during the 2026 FIFA World Cup.

Key points of the motion:

  • The City of Mississauga recognizes the enthusiasm of residents and the many local fans who gather to cheer on their favourite teams during the World Cup.
  • World Cup games provide an opportunity for everyone to come together and celebrate.
  • To coincide with late-night match broadcasts and to support local businesses while allowing fans to watch matches together, Council directed staff to request the Registrar of the Alcohol and Gaming Commission of Ontario to permit licensed local bars and restaurants in Mississauga to extend the hours of alcohol service to 3 a.m. during the 2026 FIFA World Cup, June 11 to July 19.

Extension of development charge incentives

Council approved a motion to extend previously-approved development charge incentives for residential developments with building permits issued prior to November 13, 2026 and for residential units in purpose-built rental housing developments with building permits issued prior to November 13, 2026 to December 31, 2027.

Key points of the motion:

  • Council recognizes that development charges incentives continue to play a role in supporting the increase of housing supply and the advancement of housing affordability
  • Council extended the deadline contained in Resolutions 0015- 2025 and 0031-2026 to allow the development industry to continue planning for and delivering increased housing supply beyond 2026.

Use of Housing Accelerator Fund for land acquisition

Council approved a motion authorizing staff to provide a grant from the City’s Housing Accelerator Fund in the amount of $1 million to Indwell to facilitate a land acquisition.

Key points of the motion:

  • Land for affordable housing is an eligible expenditure under the Housing Accelerator Fund.
  • Indwell is a legal non-profit and charitable institution with a track record of successfully building affordable housing in Mississauga.
  • Indwell has a time-sensitive opportunity to purchase a new property with zoning in place in Mississauga to develop affordable housing.
  • Indwell has requested $1 million to offset the fundraising shortfall for the land acquisition.

Council endorsed the following items presented at the March 4, 2026 General Committee meeting

Options for Value-for-Money Audits

Council considered four options for Value for Money (VFM) audits at the City and voted to continue with the status quo of existing Internal Audit staff along with adding two residents to the Audit Subcommittee.

Key points of the report:

  • As requested by Council on January 28, 2026, staff prepared a report outlining:
    • The roles of the City’s Audit Committee and Internal Audit Division relating to value-for money audits
    • The process for requesting value-for-money audits at the City
  • The following options were provided for VFM audits at the City:
    • Status quo with existing Internal Audit staff
    • Increase Internal Audit staff complement to complete an annual VFM audit
    • Hire an External Consultant to complete ad hoc VFM audits
    • Hire an Independent Auditor General
  • Council voted to continue with the current approach using an Internal Audit function in addition to adding two residents to the Audit subcommittee. Council will monitor the outcome of the hiring of an Auditor General at the Region of Peel and consider implications for next steps.

FIFA World Cup 2026 at Mississauga Celebration Square

Council approved a report outlining plans for the screening of FIFA World Cup games at Celebration Square.

Key points of the report:

  • Celebration Square will host public match viewings for the 2026 FIFA World Cup, consistent with past practice of integrating broadcasts around existing festival and event commitments.
  • 62 matches will be screened, including all Team Canada group stage games and the final game, with the exception of the bronze medal match.
  • Staff have applied to be a stop for the Canada Celebrates FIFA World Cup 2026 Caravan. Confirmation of this event is expected in late March.
  • The City has submitted a request to FIFA for Non-Commercial Public Viewing Rights, and staff will proceed with event planning once approval is granted.

Rental Housing Protection By-law Review – Status Update

Council approved a recommendation directing staff to continue to engage with industry and the public to update the Rental Housing Protection By-law to ensure it provides support to tenants, certainty to developers, and responds to the City’s housing goal. Staff will report back with a Recommendation Report in Q2, 2026.

Key points of the report:

  • In March 2025, Council directed staff to look at best practices and create a fulsome update of the Rental Housing Protection By-law.
  • Staff provided a status update on the project and a summary of key objectives of the review.
  • A majority of municipalities across Canada that have rental protection by-laws include provisions for tenant compensation during the construction period.
  • The approaches for calculating compensation and rent prices for returning tenants are varied. Staff are analyzing various approaches and consulting with landowners, tenant organizations and housing experts. A final recommendation report will be brought forward in Q2, 2026.

Road Safety Initiatives Fund

Council approved a report directing staff to develop plans and arrange to construct physical traffic calming and other safety enhancements within school zones and Community Safety Zones where Automated Speed Enforcement was deployed.

Key points of the report:

  • The Province of Ontario has provided Mississauga with $2,242,888 in immediate interim Road Safety Initiatives Funding to address road safety at locations where Automated Speed Enforcement was deployed in school zone/Community Safety Zones.
  • Funds will be distributed equally across eleven wards and focus on physical traffic calming where appropriate.
  • Staff will work with each individual ward Councillor on site selection and appropriate public consultation and notification.
  • Staff will report back to General Committee with an update related to the second phase of the Road Safety Initiatives Fund early in Q2 of 2026.
