Overview
Today’s downtown was shaped by the Downtown21 Master Plan (2010) and Downtown Strategy (2024) and they continue to guide its growth and transformation.
The City is creating a new vision for 12 acres of City-owned land in the heart of downtown. This area has potential to become a vibrant destination that supports our community and economy, with new spaces for culture, tourism, business and community activities. It could help attract investment and enhance the quality of life for residents and visitors.
What has been approved so far

- Using the vision as a guide
- Further study and public engagement
Council has not yet approved:
- A final design
- A funding approach
- Building the project
Any future decisions would come back to Council for approval.
About the vision
The proposed vision reimagines 12 acres of City-owned land that includes the Living Arts Centre (LAC) site, and a part of Community Common and Princess Royal Drive.
The vision will create opportunities for people to live, work and travel through the area by building on major transit investments already underway, including the Hazel McCallion Line, the downtown loop extension and the future Downtown Mobility Hub.
The area will offer new spaces for residents and visitors to enjoy arts, culture and events year round.
The vision could include:
- Music venue
- Hotel and convention centre
- Urban parks and public spaces
- New housing and office space
- Improved walking connections to nearby destinations
Before any decisions are made, we will continue to evaluate the vision through public and market engagement, along with a detailed business case. The business case will assess the project’s scope, costs, benefits, risks and opportunities and help determine if the vision delivers enough public value.

Economic benefits
The vision intends to create long-term economic growth by making downtown a more attractive destination for visitors, residents, employers and investment.
Proposed benefits include:
- More visitors and spending: New cultural, tourism and entertainment attractions bring more visitors and support local businesses.
- More jobs: The live music industry is an economic driver, creating job opportunities in tourism, events, hospitality, goods and services and others.
- Support for local businesses: Business events, conventions and conferences generate spending and help offset municipal tax pressures for residents.
- Stronger tax base: New development creates additional tax revenue to support infrastructure, community services and public amenities.
Economic success will be measured through visitor spending, employment growth, business attraction, tourism activity, investment and broader economic impacts, not simply direct profit from individual facilities.
