Apply for a Rental Repairs and Renovations Licence

If you’re a landlord in Mississauga and you’ve served an N13 Notice to a tenant, you must also apply for and secure a Rental Repairs and Renovations Licence from the City. This applies to N13 Notices served on or after September 1, 2026.

You need a licence even if the tenant intends to return to the rental unit after the repairs or renovations are complete. You need one licence per rental unit.

How to apply

You must submit the licence application within seven days of issuing the N13 Notice.

Submit all required documents in person to the City’s licence manager and pay the fee at Licensing, Permits and Regulatory Services, 950 Burnhamthorpe Road West on the ground floor.

Required documents

  • Completed application form
  • Completed report by a qualified person confirming the unit must be vacant
  • Completed signed release of liability for the City
  • Copy of the N13 Notice served on the tenant
  • Copy of the executed tenancy agreement for the rental unit, along with amendments or renewals
  • Copy of the building permit issued by the City of Mississauga
  • Valid certificate of commercial general liability insurance for the rental unit (with at least $2 million in coverage per occurrence for bodily injury, personal injury, death, and property damage)
  • Other information that may be required by the licence manager

Licence fees

The licence fee is based on the length of time the unit will be under repair or renovation:

  • 3 months for $150
  • 6 months for $300
  • 12 months for $600

No HST is charged on licence fees.

Renewals

Apply to renew the licence for 3, 6 or 12 months if the work is not complete within the current licence period.

Submit the application form and check the box for renewal. Additional information may be requested by the licence manager.

The by-law requires you to keep the tenant informed of any licence renewals.

Licence transfers

You can transfer a licence to another individual or corporation before the construction work is complete, for example, if you sell the property. Complete the transfer licence form and contact the licence manager to have the licence transferred at least 30 days before your licence expires.

There is an administrative fee of $169.50 (HST included) for licence transfers.

Within five days after we confirm with you that your application is complete:

  • Post a Tenant Notice on the tenant’s door
  • Provide the tenant with a Tenant Information Package

After you’ve informed the tenant, you have five days to provide the City with a Mutual Certification Form.

Returning tenants

If the tenant decides to return after the work is done, you must:

  • Provide us a Tenant Return Certification Form within seven days of their notification to you
  • Provide bi-weekly written communications to the tenant regarding the state of repairs or renovations to the rental unit
  • Notify the tenant of any changes in the estimated completion date, within five days of becoming aware of the changes
  • Notify the tenant that the unit is ready to reoccupy
  • Notify the tenant and the licence manager of any contact information changes within five days of the changes

Compensation requirements under the by-law

You’re required to:

  • Help tenants pay for their moving expenses. This payment should be made at least 15 days before the tenant vacates the unit. You must pay:
    • $1,000 if the tenant’s unit is 750 square feet or less
    • $1,500 if the tenant’s unit is more than 750 square feet
  • Pay returning tenants top-up payments. They should:
    • Be the difference between average market rent (as per Canada Mortgage and Housing Corporation) of a unit like their temporary accommodations and the current rent of the unit being repaired or renovated
    • Be made https://www.cmhc-schl.gc.ca/within five days of the tenant submitting proof of rent payment
    • Start once compensation through the Residential Tenancies Act is complete

Exemptions

If you can’t meet all of the requirements of the by-law and licence process, complete the exemption request form and contact the licence manager.

Enforcement

The by-law will be enforced through inspections by the City’s municipal by-law enforcement officers.

The City may impose penalties, ranging from $500 to $1,000, if you’re found to be in violation of the by-law. Serious or repeat violations can result in a charge and fines between $500 to $100,000 upon conviction.
