At the January 13, 2026 evening Budget Committee meeting, Council received public deputations and questions both virtually and in-person.

2026 Budget overview

Faraz Agha, Director, Finance and Deputy Treasurer presented an overview about the Proposed 2026–2029 Business Plan & 2026 Budget. The presentation covered many areas, including the budget process, priorities, revenue and expenses, regional services download, efficiencies and cost savings, operating and capital budgets, special purpose levies and new initiatives. Public deputations

Budget Committee heard from many members of the public. A summary of the themes includes:

  • Property taxes and affordability
  • Stormwater Charge
  • Proposed Hospital Levy in 2029
  • Reserves and financial stability
  • Spending levels, program value and efficiency
  • Project management, risk management, use of artificial intelligence
  • Essential vs. non‑essential services
  • Windrow Clearing Program
  • Crime and policing
  • Major capital funding projects
  • Public engagement timeline
  • Governance structure, independent Auditor General for additional oversight

Budget adoption

Following discussions at Budget Committee meetings, proposed amendments will be discussed at the Special Council meeting on Wednesday, February 4 at 11 a.m.
