At the January 20, 2026 Budget Committee meeting, Council received a public deputation, an overview of budget timelines and staff presentations.

Public deputations

Budget Committee heard from one deputant regarding specifics of property tax reporting. The Chief Administrative Officer clarified that the City is transparent in how it presents the City budget. The increase in the net operating budget is shown along with how it translates into the overall tax impact on the property tax bill that residents receive.

This is standard practice by municipalities, including lower-tier municipalities like Mississauga and the combined tax impact when the Region of Peel Budget is taken into consideration.

Budget timelines

Presentation by Marisa Chiu, Commissioner of Corporate Services, Chief Financial Officer and Treasurer regarding 2026 Budget timelines.

Commissioner Chiu clarified that if Councillors have any amendments to the proposed 2026 Budget, they will be discussed at the Wednesday, February 4 Special Council meeting. As per Strong Mayor Powers (provincial legislation), every amendment will be voted on separately. There will not be a vote for the entire budget.

The budget is deemed adopted at the end of either the budget amendment, mayoral veto or override period. Currently, the earliest budget adoption date is Wednesday, February 4, and the latest day is Wednesday, March 4, 2026.

Planning & Building

There were no questions.

Information Technology

Staff answered questions on many topics, including the impact of AI, cybersecurity and the importance of disaster recovery; building IT infrastructure; continued education and awareness for phishing/fraud protection; the current staff complement, and licences and subscriptions for IT systems and software.

Budget Committee also received a report about Proposed Adjustments to the 2026 Capital Budget and 10-Year Capital Plan. Staff answered questions about capital funding for road rehabilitation projects, noise walls, sports courts rehabilitation; impact of the two per cent reduction to the Capital Infrastructure & Debt Repayment Levy and waterfront parks development and timelines.

Correspondence

Staff responded to questions received from a resident association, including about the City’s debt issuance, investment income, labour costs, transit fleet and operations, the role of Audit Committee vs. an independent Auditor General, and the process for requesting a value-for-money audit.

Budget adoption

Amendments to the proposed 2026 Budget, if any, will be discussed at the Special Council meeting on Wednesday, February 4 at 11 a.m.
