July 11 proclaimed Srebrenica Remembrance Day in Mississauga
Council approved a motion recognizing July 11 as Srebrenica Remembrance Day in Mississauga. The proclamation marks the anniversary of the 1995 genocide in Srebrenica and affirms the City’s commitment to acknowledging historic atrocities, promoting inclusion, and standing against racism and hate.
Key points of the motion:
- July 11 will be proclaimed annually as Srebrenica Remembrance Day in Mississauga to honour the victims and survivors of the 1995 genocide.
- The commemoration will be recognized each year with the raising of the Bosnia and Herzegovina flag and/or lighting of the Civic Centre clock tower in blue and yellow.
- The proclamation reinforces the City’s ongoing commitment to diversity, human rights, and civic engagement among all communities.

Naming of the Mary Jane Miller Pedestrian Bridge
Council approved the naming of the newly reconstructed Ogden Avenue pedestrian bridge over the QEW as the Mary Jane Miller Pedestrian Bridge. The designation honours Mary Jane Miller, a former student leader who successfully advocated for the construction of the original bridge in 1958 to ensure safe passage for Gordon Graydon Memorial High School students.
Key points of the motion:
1. The new pedestrian bridge at Ogden Avenue will be named the Mary Jane Miller Pedestrian Bridge in recognition of Miller’s leadership and community advocacy.
2. The original bridge, first built in 1958, was Ontario’s first pedestrian bridge crossing a provincial highway.
3. The naming celebrates the historic role of local youth engagement and community partnerships that contributed to public safety and infrastructure improvements.

Council endorsed the following items presented at the December 3, 2025, General Committee meeting
Twin City Program update – renewed commitment with Kariya, Japan
Council approved a report from the City Manager recommending the continuation of Mississauga’s long-standing Twin City relationship with Kariya, Japan, including renewed financial and organizational support for the Mississauga Friendship Association (MFA). The update outlines a more formal framework, clearer roles and responsibilities and stable annual funding to sustain the program, while celebrating the 45th anniversary of the partnership in 2026.
Key points of the report:
- Mississauga and Kariya have been Twin Cities since 1981, fostering cultural, educational and economic exchanges.
- The City will reaffirm its partnership through milestone celebrations in 2026 and ongoing citizen engagement activities.
- Council authorized staff to negotiate and execute a renewed agreement with the Mississauga Friendship Association, providing up to $15,000 annually (excluding HST) to support programming.
- The Strategic Communications and Initiatives team will lead protocol activities and milestone celebrations, with $15,000 allocated in 2026 for these initiatives.
- Staff will update the Twin City Policy in 2027 to define roles, responsibilities and funding allocations as part of the next budget cycle.
- Invest Mississauga will continue leveraging the partnership to advance international investment opportunities and strengthen economic ties with Japan.

Addressing dust from residential construction
Council approved amendments to the City’s Debris and Anti-Littering By-law and Licensing Administrative Penalty By-law to better regulate and respond to dust generated from residential construction activities. The changes establish a clearer enforcement framework, introduce administrative penalties and align Mississauga’s practices with comparable municipalities.
Key points of the report:
- Dust from residential construction is a growing concern affecting neighbouring properties and air quality.
- The Debris and Anti-Littering By-law (0219-1985) will be updated to include specific provisions addressing dust control and to modernize definitions and enforcement processes.
- A new $305 administrative penalty will be introduced under the Licensing Administrative Penalty By-law (0135-2014) for all violations, effective March 2, 2026.
- The updated by-laws provide municipal by-law enforcement officers with more flexible tools, including administrative penalties, orders or Provincial Offences charges to encourage compliance.
- The amendments are modeled on the City of Toronto’s best practices and aim to improve local air quality, protect residents and promote responsible construction practices.

Financial report and capital work in progress (WIP) update as of September 30, 2025
Council received an update from the Commissioner of Corporate Services and Chief Financial Officer outlining the City’s financial position as of the third quarter of 2025 and a review of capital projects. The report projects an operating deficit of $4.9 million at year-end, which will be offset through reserve transfers, and identifies $80.5 million in funding to be returned to reserve funds from completed or adjusted capital projects.
Key points of the report:
- The projected $4.9 million operating deficit is due primarily to lower Transit revenue; higher costs in Parks, Forestry & Environment and Facilities & Property Management and reduced Payments in Lieu of Taxes (PILT) from the Greater Toronto Airports Authority.
- These pressures are partially offset by higher revenue from tax penalties, interest and supplementary taxes, reduced Transit operating costs and proceeds from the Aimco-Universal land sale.
- Eighteen capital projects are recommended for closure, and 10 active projects are returning funds, resulting in $80.5 million being returned to various reserve funds.
- Major funding returns include $24.5 million from the Hazel McCallion Line Light Rail Transit Implementation, $27 million from the Dundas Corridor Land Acquisition and $10 million from the Future Works Yard project.
- Council also approved transferring $900,000 from the Tax Capital Reserve Fund to the Tax Funded Planning and Studies Reserve Fund to support enhanced financial transparency and planning studies.

Shared e-bike and e-scooter program update for the 2025 season
Council received a report from the Commissioner of Transportation and Works summarizing the results of Mississauga’s second full season of the Shared Micro-mobility Program. The program, which includes shared e-scooters and e-bikes operated by Bird Canada and Lime Technology Inc., showed growth in ridership, improved parking compliance and a significant decline in complaints during the 2025 season.
Key points of the report:
- From January to October 2025, riders completed 120,112 trips, up seven per cent from 2024, covering more than 336,000 km. Shared e-bike use increased 117 per cent, while shared e-scooter use declined slightly by 4.6 per cent.
- The City installed 100 designated parking stations across Mississauga, improving organization and compliance.
- Overall parking compliance reached 98.3 per cent and rider compliance exceeded 96 per cent, with 2,134 fines and 97 account suspensions issued.
- Resident inquiries dropped by more than 60 per cent from 2024, indicating greater public understanding and satisfaction.
- Ongoing challenges with privately owned e-scooters continue, including underage riders, non-compliant vehicles and improper use. Staff are exploring options for enhanced education, regulation and enforcement.
- Approximately $150,000 from an existing capital project will be used to expand the number of parking stations city-wide in 2026.
