Mississauga City Council approved the following motions at its meeting.

Budget amendment period shortened

Council approved a resolution to shorten the legislated 30-day budget amendment period for the City’s 2026 Budget. Under Section 284.16 of the Municipal Act, 2001, municipalities are permitted to amend this timeline by Council resolution.

Key points of the motion:

  1. The amendment period has been reduced from 30 days to 23 days.
  2. The new amendment period runs from February 4 to January 28, 2026.
  3. The budget will be deemed adopted at the end of the shortened period if no budget amendments are made.

Report on options for value-for-money audits

Council directed staff to prepare a report on how value-for-money audits can be conducted at the City of Mississauga. The report responds to resident feedback received during the 2026 Budget Committee meetings calling for stronger independent oversight of City operations.

Key points of the motion:

  1. Staff will outline the roles of the City’s Audit Committee and Internal Audit department in value-for-money audits.
  2. The report will describe the process for requesting such audits.
  3. It will present options for implementing audits, including hiring an independent Auditor General or engaging external consultants for ad hoc reviews, with estimated cost and benefits for each approach.

Council endorsed the following items presented at the January 21, 2026 General Committee meeting

City makes 2026 Provincial pre-budget submission

Council endorsed Mississauga’s 2026 pre‑budget submission to the Government of Ontario, focusing on housing, infrastructure, fair funding, and food insecurity.

Key points of the corporate report

1. The City will send its 2026 pre‑budget submission to the Ministry of Finance by January 30, 2026, and use it to guide provincial advocacy throughout the year.

2. The submission focuses on the following areas: building more homes faster, investing in transit and community infrastructure, fixing funding formulas for police and the airport, and tackling food insecurity through direct supports and stronger social programs.

3. Staff will track how the province responds in the 2026 Budget and later announcements and report back to Council, supporting the City’s Strategic Plan and long‑term growth.

Corporate Strategic Plan update approved

Council approved the Corporate Strategic Plan Update report from the City Manager and Chief Administrative Officer, providing a refreshed direction for Mississauga’s long-term vision and corporate priorities. The updated plan builds on the City’s 2009 Strategic Plan and incorporates extensive public and staff consultation, research and benchmarking to guide decision-making through 2031.

  1. The updated Strategic Plan introduces five pillars: Belong, Connect, Prosper, Green and Trust.
  2. Over 19,000 interactions with residents and 800 staff participated in public and internal consultations throughout 2025.
  3. The City is pursuing ISO certification through the World Council on City Data (WCCD) to track performance and ensure global benchmarking.
  4. A new accountability framework (Evaluate, Align and Measure) will link the Plan to City budgeting, planning and reporting processes.
  5. The updated Plan will inform the next Term of Council’s priority setting in early 2027.
