Council moves ahead with framework for large-scale data centres

Council directed staff to review planning policies and regulations for major digital infrastructure facilities, including artificial intelligence (AI) data centres. Staff will also prepare an Interim Control By-law that could temporarily pause new facilities while the review is completed.

Key points of the motion:

• Staff will conduct a city-wide review of policies and approvals for major digital infrastructure facilities, including AI and hyperscale data centres.
• Council will consider a one-year Interim Control By-law that could temporarily pause new major data centre developments while the review is underway.
• The review will examine land use planning, infrastructure, servicing, environmental impacts, employment, taxation, public health, climate and national security considerations.
• The City will consult residents, Indigenous communities, utilities, industry representatives, environmental experts and community organizations.
• Staff will assess ways to address operational impacts such as noise, water use, energy demand, emissions and heat generation.
• Staff will report on opportunities for community benefits and public reporting on environmental performance.

Council reviews cooling requirements for apartment buildings

Council directed staff to review Mississauga’s Adequate Temperature By-law and report back on ways to strengthen cooling requirements in apartment buildings. The review comes as extreme heat events become more common and will focus on improving tenant safety and access to cooling.

Key points of the motion:

• Staff will review the City’s Adequate Temperature By-law to determine whether cooling requirements should be expanded in rental apartment buildings.
• The review will consider options to expand the current maximum indoor temperature standard of 26°C and strengthen protections for residents during extreme heat events.
• Staff will assess indoor temperature standards, access to cooling devices, building retrofits, design improvements, operational requirements and other ways to reduce the impacts of extreme heat.
• The City will explore requiring apartment buildings to provide dedicated cooling amenity spaces for residents.

City supports expansion project at Seva Food Bank

Council approved a grant-in-lieu of development charges to support an expansion at Seva Food Bank. The project will add a new mezzanine to the organization’s Wolfedale Road facility, increasing space for food bank operations, meal programs and other support services.

Key points of the motion:

• Council approved a grant-in-lieu of the City’s share of development charges for Seva Food Bank’s expansion at 3413 Wolfedale Rd.
• The funding will support construction of a new mezzanine to expand food bank, meal and community support services.
• The City grant totals $6,329.52 and will be funded through the Tax Capital Reserve Fund.
• The project will support residents experiencing food insecurity.

City supports community facility improvements at Saints Peter and Paul Parish

Council approved a grant-in-lieu of development charges for a new storage building at Saints Peter and Paul Parish. The project will help the parish support religious services, community programs, charitable initiatives and special events for residents across Mississauga.

Key points of the motion:

• Council approved a grant-in-lieu of the City’s share of development charges for Saints Peter and Paul Parish at 4070 Central Parkway East.
• The funding will support construction of a new storage building for equipment and materials used in worship services, charitable activities and community events.
• The City grant totals $9,500.49 and will be funded through the Tax Capital Reserve Fund.
• The project will support religious, charitable and community programs that serve Mississauga residents.

City honours Ukrainian partnership through park renaming

Council approved the renaming of Gulleden Park to Ternopil Park.

Key points of the motion:

• Council approved a one-time exception to the City’s Asset Naming Policy and its current suspension.
• Staff will present a report on the name change to the Heritage Advisory Committee in November 2026.
• The motion recognizes Mississauga’s Ukrainian community and the park’s location near St. Sofia Byzantine Catholic Elementary School, which offers a Ukrainian bilingual program.

New housing approved for Ninth Line community

Council approved Official Plan and zoning amendments for lands at 6578 Ninth Line, allowing a previously approved residential development to move forward.

Key points of the report:

• Council approved an Official Plan Amendment to allow the construction of 27 detached homes and 262 townhouse units.
• The lands will be redesignated for residential development and public open space.
• Zoning changes will implement the approved development and align Mississauga’s Official Plan with previous provincial changes.
• The project will include public open space and add housing near existing transit and services.

Protected Major Transit Station Area zoning updated

Key points from the report:

• New zoning permissions support higher-density, mixed-use development near major transit corridors, including the Hazel McCallion Line, GO stations and other rapid transit routes.
• The changes allow a wider mix of residential, commercial, institutional and community uses, including schools, libraries, community centres, daycares and places of worship.
• New zoning standards set minimum and maximum building heights in many transit station areas to support compact development and efficient land use.
• Ground-floor uses such as shops, restaurants, services and community facilities will be required or encouraged in some mixed-use and apartment zones to support walkable communities.
• Additional protections were added to support future hospital helicopter operations near Trillium Health Partners.
