Overview

The City has started a planning and preliminary design study for road improvements and renewals to the Winston Churchill Boulevard study area.

The project is exempt under the Municipal Class Environmental Assessment process (amended 2024), which is approved under the Ontario Environmental Assessment Act.

Planned improvements and renewals

We’re considering a range of roadway improvements and design features that support walking, cycling and public transit.

Some of the work being considered for Winston Churchill Boulevard includes:

  • Pavement repairs and resurfacing
  • Curb replacements and realignments
  • Streetlight pole replacements and lighting upgrades
  • Widened sidewalks
  • Transit stop improvements
  • New features including:
    • In-boulevard multi-use trail
    • Crossrides
    • Protected intersection features (to be confirmed during the detailed design)

The improvements focus on road safety, aligning with the City’s approved Vision Zero Action Plan.

Noise walls

A corridor wide review of all noise walls has been completed as part of the preliminary design process. This includes identifying ownership, documenting existing conditions, and assessing long term needs.

Based on further condition assessment and analysis, including feedback received at the December 2, 2025 community meeting, the following approach is being advanced:

  • The two existing City-owned noise walls within the project limits are being recommended for replacement to meet current design and durability standards. These two sections of noise walls are located on the east side of the corridor between Burnhamthorpe Road and The Collegeway.
  • Privately owned noise walls have also been assessed and are not anticipated to be replaced as part of the Winston Churchill Integrated Road Project. Any privately owned barriers that require repair or future upgrades will be recommended for prioritization through the City’s Noise Attenuation Barrier Replacement or Upgrade Programs (as outlined in Policy 09-03-03), which manages long-term upgrade and replacement of privately owned barriers along major roadways. Until the City replaces and assumes ownership, any existing privately owned noise walls and fences will remain the homeowner’s responsibility to maintain and keep in good repair.

These recommendations will continue to be refined during detailed design, with updated information shared as the project progresses.

Public engagement

A community meeting was held in person on December 2, 2025. The City presented the study background information and preferred alternative. Next steps and ways to keep informed were also discussed.
