If you’re a landlord in Mississauga and you’ve served an N13 Notice to a tenant, you must also apply for and secure a Rental Repairs and Renovations Licence from the City. This applies to N13 Notices served on or after September 1, 2026.
You need a licence even if the tenant intends to return to the rental unit after the repairs or renovations are complete. You need one licence per rental unit.
You must submit the licence application within seven days of issuing the N13 Notice.
Submit all required documents in person to the City’s licence manager and pay the fee at Licensing, Permits and Regulatory Services, 950 Burnhamthorpe Road West on the ground floor.
The licence fee is based on the length of time the unit will be under repair or renovation:
No HST is charged on licence fees.
Apply to renew the licence for 3, 6 or 12 months if the work is not complete within the current licence period.
Submit the application form and check the box for renewal. Additional information may be requested by the licence manager.
The by-law requires you to keep the tenant informed of any licence renewals.
You can transfer a licence to another individual or corporation before the construction work is complete, for example, if you sell the property. Complete the transfer licence form and contact the licence manager to have the licence transferred at least 30 days before your licence expires.
There is an administrative fee of $169.50 (HST included) for licence transfers.
Within five days after we confirm with you that your application is complete:

If you can’t meet all of the requirements of the by-law and licence process, complete the exemption request form and contact the licence manager.
The by-law will be enforced through inspections by the City’s municipal by-law enforcement officers.
The City may impose penalties, ranging from $500 to $1,000, if you’re found to be in violation of the by-law. Serious or repeat violations can result in a charge and fines between $500 to $100,000 upon conviction.
