The Driveway Windrow Snow Clearing Pilot Program is a City-wide pilot
program to clear snow windrows from driveways for older adults (65 years or older) and
individuals who are physically disabled (as verified by a regulated health professional).
A windrow is the snow left at the bottom of a driveway after a snowplow has
cleared a road. The pilot program will provide windrow snow clearing service after every snow
plowing operation.
Participation in the program is available to 300 participants on a first
come, first serve basis. The cost to participate is either free or $200, depending on whether
the applicant meets financial assistance criteria. Applications will be received at all
Community Centres until 9 p.m. on Wednesday, December 7, 2011.
The windrow snow clearing will be approximately 3 m (10 ft)
wide to allow one car to pass. It may take up to 36 hours
after the end of a snow storm before windrows are cleared. Clearing to bare pavement
cannot be guaranteed.
Update:
On October 26, 2011, Council approved the extension of the Driveway Windrow Pilot Program.
Effective immediately, residents, regardless of age or ability who are willing to pay for the
service are permitted to submit applications. Those who are eligible for our current program
still have first priority. Others will be registered into a new program titled,
"Driveway Windrow Waitlist". The applicant pays the $200, therefore
leaving a $200 credit on their account. On December 7, after the deadline for eligible
residents, the Customer Service Centre will transfer applicants by date order to the remaining
Windrow spaces.
Residents will not qualify if they live in a high-rise, multi-unit building, condominium or
within a commercial property and cannot reside on a private road. Also be aware that the
windrow snow clearing does not include the driveway and will be approximately 3m wide to allow
one car to pass. It may take up to 36 hours after the end of a snow
storm.
