Driveway Windrow Snow Clearing Program

The Driveway Windrow Snow Clearing Program helps residents by clearing space in the snow windrow at the end of their driveway. The program is offered to residents 65 years and older and individuals who are physically disabled (as verified by a regulated health professional). The cost of the program is $200. The program is offered at no cost to eligible applicants who meet financial assistance criteria.

Completed applications can be submitted at any City of Mississauga community centre, the Mississauga Seniors’ Centre and the Recreation Customer Service Centre from Tuesday, August 8, 2017 until 9 p.m. on Friday, November 10, 2017. Completed applications and supporting documentation must be submitted in person.

The program will be offered from November 27, 2017 to March 30, 2018.

A windrow is the snow left at the end of a driveway after a snow plow has cleared a road.

Only one person per address may participate in this program. In order to qualify, applicants must meet the following conditions:

  • Resident of Mississauga
  • 65 years and older in 2017 (i.e. born in 1952 or earlier) or someone who is physically disabled as verified by a regulated health professional
  • No abled-bodied person(s) living at the same residence where driveway windrow snow clearing assistance is required

Residents who live on a private road or in a high-rise, multi-unit building, condominium or within a commercial property are not eligible to apply.

The program will clear a space in the windrow that is big enough to allow one car to pass (about three metres or 10 feet wide) after every snow plowing operation from November 27, 2017 until March 30, 2018. Windrow snow clearing will be completed after active snow plowing operations are finished. Residents in this program should allow up to 36 hours after the end of a snow storm for windrows to be cleared. Clearing to bare pavement cannot be guaranteed.

Participation is FREE for:

  • Residents 65 years and older in 2017, (i.e. born in 1952 or earlier) who are eligible for financial assistance
  • Individuals who are physically disabled, as verified by a regulated health professional, who are eligible for financial assistance

Participation is $200 for:

  • Residents 65 years and older in 2017, (i.e. born in 1952 or earlier) who are not eligible for financial assistance
  • Individuals who are physically disabled, as verified by a regulated health professional, but are not eligible for financial assistance

Application Process

In order to apply you must be a resident of Mississauga who is 65 years and older in 2017, (i.e. born in 1952 or earlier) or an individual who is physically disabled, as verified by a regulated health professional. The maximum number of participants is 300.

The applicant must meet all of the following conditions:

  • No abled-bodied person(s) living at the same residence where driveway windrow snow clearing assistance is required.
  • The applicant does not live in a high-rise, multi-unit building, condominium or within a commercial property.
  • The applicant does not reside on a private road.
  • Only one person per address can participate in the program.

Applicants are required to bring the following documentation when applying for the service (must be provided in person):

  • A completed application form.
  • Proof of residency in Mississauga (recent utility bill, lease agreement, driver’s licence).
  • If 65 or older in 2017, proof of age: birth certificate, driver’s licence, passport.
  • If physically disabled (for residents 64 years and younger): proof of physical disability verified by a regulated health professional (Health Assessment Form, Accessible Parking Permit, TransHelp Acceptance Letter).
  • For free program - current, official documentation that shows total individual or combined family net income, using original statements/documents outlined in the eligibility requirements for financial assistance.

Applicants 64 years and younger who are physically disabled will be required to provide one of the following current, original documents in addition to the completed application form:

To qualify for the free service, you must be a resident of Mississauga and have a total a total net income below the Low Income Cut Off amount (Statistics Canada) as indicated on the application form and provide current official documentation that shows total family net income, using one or more of the following original statements/documents in addition to the completed application form. The completed and signed form with supporting documentation must be submitted in person.

  • Canada Customs and Revenue Agency (CRA) Notice of Assessment form (T451) showing net income/earnings
  • Ontario Disabilities Support Program Drug Benefit Eligibility Card
  • Ontario Works Drug/Dental Benefit Eligibility Card
  • Ontario Sales Tax Benefit Form/Ontario Trillium Benefit Form
  • Canada Child Benefit Notice
  • Ontario Child Care Supplement for Working Families Entitlement Notice
  • Harmonized Sales Tax Credit Notice
