Overview

The City has completed the planning and preliminary design study for road improvements and renewals to the Central Parkway East study area.

=The study area runs along Central Parkway East between Hurontario Street and Burnhamthorpe Road East

The study area on Central Parkway East is between Hurontario Street and Burnhamthorpe Road East.

The project is exempt under the Municipal Class Environmental Assessment process (amended 2024), which is approved under the Ontario Environmental Assessment Act.

Improvement plans

City staff considered a range of roadway improvements and design features that support walking, cycling and public transit. These improvements focus on road safety, which aligns with the City’s approved Vision Zero Action Plan.

Central Parkway East was initially scheduled for resurfacing. This necessary construction provided an opportunity to implement broader street improvements at the same time.

By coordinating these upgrades with regular maintenance, the City will save time, reduce taxpayer costs and avoid repeated construction.

The road improvements include:

  • Repave asphalt roads
  • Remove the traffic signals at Central Parkway East and Bloor Street, and at the intersection of Central Parkway East and Cliff Road (North) as well as install roundabouts at these two locations
  • Widen the sidewalks on each side of the road
  • Add cycle tracks to the boulevards
  • Add crossrides at all intersections
  • Replace and realign curbs
  • Replace streetlight poles and upgrade lighting
  • Replace and repair catch basins
  • Repair the drainage along the road to help divert water
  • Add protected intersection features (to be confirmed during the detailed design)
  • Add a noise wall on the east side of the road, south of Burnhamthorpe Road (to be confirmed during detailed design)
  • Plant more trees, where appropriate and possible, to create a thicker tree canopy, improve the micro-climate on the corridor and provide shade

Roundabouts will be built at the Bloor Street and Cliff Road (North) intersections, adding several operational and safety advantages. This will help reduce speeds and significantly improve safety for pedestrians, cyclists and motorists alike.

Roundabouts also help reduce congestion and travel delays, as traffic flows more smoothly compared to signalized intersections. Additionally, these features contribute to a more efficient and user-friendly transportation corridor, supporting both community mobility and overall road safety.

An existing multi-use trail exists along Central Parkway East between Bloor Street and Burnhamthorpe Road (east side). However, this active transportation facility is shared spaced (between pedestrians and cyclists) and not continuous throughout the corridor.

As part of the City’s approved Cycling Master Plan (2018), it identified the need for separate cycle tracks and continuous facilities.

The new cycle tracks on Central Parkway East will improve safety, support active transportation, promote environmental sustainability and enhance transit access.

Design alternatives and preliminary design

Various design alternatives were considered for improvements. Design criteria was also developed for the project as well as a detailed evaluation of design alternatives.

A preliminary design was completed for the preferred alternative for Central Parkway East.

Public engagement

A community meeting was held in person on June 3, 2025. The City presented the study background, design option, preferred alternative and next steps. View the presentation.

The commenting period was open from June 3 to June 27, 2025.
