A Section 47 approval reviews the development proposal and Minister’s Zoning Order against the City standards.

Submit your pre-application request

To start your Section 47 Approval process, log into ePlans and follow the steps to submit your pre-application meeting request, which includes uploading your drawings and documents. You can choose to waive your pre-application meeting later.

After we receive your pre-application meeting request, we’ll review the drawings and documents. If additional information is required or changes need to be made, we’ll contact you.

Submit the following drawings and documents with your pre-application meeting request:

  1. Site plan, including the following:
    • Building footprint and dimensions (existing and proposed)
    • Building setbacks from all lot lines (existing and proposed)
    • Site statistics (for example lot area, existing and proposed gross floor area, parking required and provided, unit types, etc.)
    • Landscaped areas/buffers and dimensions
    • Site access, driveway location, parking areas and dimensions
  2. Elevation drawings with height dimensions (for example floor-to-floor and overall building height)
  3. Floor plans, survey plan and images of the property and surrounding area, if available
  4. A cover letter, including the following:
    • Applicant and property owner names
    • Brief description of the proposal
    • The proposed tenure
    • The development application you’re seeking

Drawings and documents must be saved in the correct view orientation and as individual files.

File names for all drawings should include the first letter of the discipline name, such as “A” for architectural, “C” for civil and “L” for landscape, followed by the three digit sheet number and drawing type. For example, “A100 Site Plan”.

  1. We’ll schedule a meeting with you.
  2. At the meeting, we will give you feedback on your proposal, along with information on all the plans, studies and documentation that you must submit. All feedback will also be available in ePlans.
  3. Staff will provide you with a submission checklist.
  1. Staff will upload a standard submission checklist to ePlans. It’ll list all required studies, as well as those required only in certain situations.
  2. You and your consulting team must review the checklist to determine which studies are required for a complete application submission.

Submit your Section 47 application request

Create a Site Plan Approval (Section 47 Application) request in ePlans and pay the administration fee.

We’ll send you an email that includes your temporary project number and an invitation to upload the required Section 47 documents. View the terms of reference documents for an explanation on the information required for each study, report or plan submitted as part of a site plan application.

City review, payment and decision

Pre-screen review

After you upload the drawings and documents, we’ll do a pre-screen review to ensure the requirements are met. This usually takes three to five business days.

If we still need more information, we’ll email you. You must make all pre-screen corrections to move ahead with the application process.

Payment

After the pre-screen review, we’ll email you to let you know it’s time to pay your fees. Submit your fee calculation worksheet for approval before you make a payment.

When your full payment is processed, we’ll create your application and email you an application number. We’ll then review your application to make sure it’s complete. You’ll receive an email:

  • if your application is incomplete
  • if we require more information
  • when your application has been deemed complete

Department review

Your application will be reviewed by the relevant City departments and agencies to make sure it meets all the requirements of approval. You can view all the comments and conditions in your “Project Status Report” in ePlans.

If any additional information is required, we’ll send you an “applicant resubmit” task to address outstanding issues.

Decision

The Planning and Development Committee will make a decision on your application based on the report prepared by staff. Staff will typically recommend 1 of 3 potential options.

  1. Your Section 47 application is approved (subject to conditions). Once your application is reviewed by all groups, you’ll be provided with a list of conditions and notified by email that your stamped plans are available to download in ePlans.
  2. Resubmit to clear conditions. You must resubmit revised or additional information to address the conditions of approval. We’ll send you an “applicant resubmit” email telling you what to do next.
  3. Your Section 47 application is approved. Once your conditions have been met, you will receive final Section 47 approval. You’ll be notified by email that your stamped and approved plans are available to download in ePlans.

We’ll also forward your Section 47 Approval to the City’s Building Department so they have it on file when you’re ready to apply for your building permits. Use the templates below to notify us that site works or partial site works have been completed.
