Transit-Oriented Communities

A Transit-Oriented Community (TOC) is a provincial program designed to deliver mixed-use developments within a short distance of major transit stations.

Infrastructure Ontario, an agency of the Government of Ontario, is leading the development and delivery of the TOC program on behalf of the province.

About the program

Infrastructure Ontario is working with Metrolinx to deliver TOCs near major subway, GO and LRT stations. These developments take place across the province, including Mississauga.

Infrastructure Ontario is responsible for leading the TOC program, which includes:

  • Deciding which sites to develop
  • Creating development concept plans
  • Negotiating with private sector development partners
  • Awarding contracts
  • Public engagement
  • Determining whether affordable housing requirements will be included

The City of Mississauga's role in TOC developments

TOCs fall outside the City’s standard development review and approval process. TOC development projects don’t have to follow the legislated planning process or prescribed timelines.

The City’s role in the TOC developments is to review and provide comments and feedback for consideration. Final approval of TOC developments may occur without Council approval through a tool called a Minister’s Zoning Order (MZO).

City Planning staff will present an information report on each project to the Planning and Development Committee in early 2026. More information, including agendas, will be available on the City’s Planning and Development page.

There are two TOC proposals in Mississauga:

Clarkson GO Transit-Oriented Community (Ward 2)

Cooksville GO Transit-Oriented Community (Ward 7)
