Development charges by-laws and rates

The City collects its own Development Charges (DCs). It also collects development charges on behalf of the Region of Peel, GO Transit, the Peel District School Board and Dufferin-Peel Catholic District School Board.

DC rates are indexed twice a year on February 1 and August 1.

Current rates

On June 22, 2022, City Council approved a new Development Charges By-law 0133-2022 and 2022 DC Background Study repealing Development Charges By-law 0096-2019. The new by-law and rates came into effect on June 23, 2022.

Calculating your development charge rate

The applicable DC rate is the rate in effect at the time your building permit is ready to be issued. However, on January 1, 2020, changes to the DC Act came into effect that altered when DC rates are calculated:

  • For developments that are seeking site plan approval (after January 1, 2020), DCs are calculated and frozen at the rate in effect on the day a site plan application is made (as per subsection 41(4) of the Planning Act)
  • For developments that are seeking a zoning by-law amendment and do not require site plan approval (after January 1, 2020), DCs are calculated and frozen at the rate in effect on the day an application for a zoning by-law amendment is made (as per section 34 of the Planning Act)
